Does drip edge go over or under the underlayment?

Under at the eaves. Over at the rake. Same piece of metal, two different layers — and this is not a matter of taste. The International Residential Code spells it out, every major manufacturer's instructions agree with it, and the difference shows up years later as rotted fascia or a peeled-open edge.

Both placements are doing the same job: making sure water that reaches the edge of the roof ends up in the gutter, not in the board behind it. Where the metal sits in the layering changes which direction the water is traveling when it gets there.

Done right

  • Drip edge at the eaves installed UNDER the underlayment, so water that gets past the first course cannot ride over the flange and behind the fascia.
  • Drip edge along the rakes installed OVER the underlayment, holding its edge flat against the deck instead of letting wind get under it.
  • Mechanically fastened to the deck at no more than 12 inches on center — not held by two nails "where it looked fine".
  • Starter course shingles overhanging the drip edge by the manufacturer's number — GAF calls for 3/8–3/4 inch, Owens Corning 1/4–3/4 inch for starter strip and at least 1/2 inch for the shingles, CertainTeed 1/2 inch where drip edge is present.

Done half-way

  • No drip edge at all on the eaves — bare deck running straight to the fascia, which is legal nowhere in the US under the IRC.
  • Drip edge laid on top of the underlayment at the eave, giving water a hidden ramp from the roof onto the fascia board.
  • Drip edge left loose at the rake, nailed at 24 inches or forgotten, so wind peels the underlayment edge up before the shingles ever go on.
  • Shingles cut flush with the flange or short of it, so water wicks back into the deck at the very edge the metal was there to protect.

What the code actually says

IRC section R905.2.8.5 — the drip edge requirement for asphalt shingle roofs — reads:

“A drip edge shall be provided at eaves and rake edges. Drip edges shall be mechanically fastened to the roof deck at not more than 12 inches (305 mm) o.c. with fasteners as specified in Section R905.2.5. Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges.”

Why eave and rake differ

At the eave, water runs down the roof and over the edge. With the drip edge under the underlayment, anything that gets past the shingles and first course flows over the metal and into the gutter. Flip the order and you have built a hidden ramp: water running on top of the underlayment dumps onto the fascia instead. That is the failure mode the Asphalt Roofing Manufacturers Association describes — water backing onto the deck and rotting the fascia at the edge.

At the rake, the enemy is not falling water but wind. Wind-driven rain pushes up the sloped edge and under the roof layers, and an unfastened or absent drip edge lets the underlayment's edge lift and flutter until it tears. That is why the metal goes on top here: it mechanically pins the underlayment's leading edge down. IBHS's FORTIFIED high-wind standard has a whole detail devoted to it (F-DE-3, drip edge over the underlayment, closely fastened, deck edge sealed) because in high wind this edge is where roofs start to come apart.

Two honest exceptions you may see on a real job. If a self-adhering (peel-and-stick) membrane runs at the eave, some shingle makers and local codes put the drip edge over that first ply — it ends up sandwiched between underlayment layers — so follow the manufacturer's sheet, not habit. And in high wind, FORTIFIED calls for drip edge over the underlayment at the eaves as well as the rakes; the plain IRC rule above is the minimum, not the ceiling.

The code rule does not get stricter in high-wind zones — R905.2.8.5 applies everywhere — but the high-wind underlayment rules around it (two layers of No. 30 felt or an ice-and-water product in wind zones above 140 mph) mean the edge is doing more work in those places, not less.

If you are paying for the roof

Four things to ask for, before the edge is covered

  • “Show me drip edge on the eaves and the rakes before the shingles go on.” It is code, not an upgrade — the quote should already include it.
  • “Is the eave metal under the underlayment?” One photo answers it.
  • “What overhang does the starter course get past the edge?” The number should come from the shingle maker's instructions, not from memory.
  • “How far apart are the edge nails?” Twelve inches on center is what the code text says.

What it costs to skip it

A drip edge is a few dollars of aluminum per foot. What it protects against is expensive: GAF's technical bulletin TAB-R-141 describes water that gets behind the edge traveling into the soffit and siding, and ARMA documents fascia and deck rot from the same path. Because the metal goes on early and is hidden forever by the shingles, a missing or misplaced drip edge is one of those details nobody discovers until the damage has a date of its own.
